The first section develops the definition of a policy entrepreneur and outlines the range of locations in the policy system in which they may emerge. Policy entrepreneurs, individuals, and organizations that devote a considerable amount of time and energy toward securing a future policy output, are thought to play a major role in helping to set the policy agenda and catalyze policy change (Herweg, Zahariadis, & Zohlnhöfer, 2017; Kingdon, 2011; Mintrom, 2000; Mintrom & Norman, 2009; Rabe, 2004; Zahariadis, 2003). Life and literature point to four broad styles of policy entrepreneur: story-tellers, networkers, engineers and fixers.
